O Grupo de Ligação de Professores de História Contemporânea na Comissão das Comunidades Europeias (The European Union Liaison Committee of Historians) realiza, nos dias 24 e 25 de outubro de 2016, em Lisboa, com a colaboração do Instituto de História Contemporânea da Universidade Nova de Lisboa, um congresso internacional sobre Financiamento Europeu.
A chamada para trabalhos está aberta até ao dia 15 de janeiro de 2016. Os temas de investigação podem incluir, mas não estão limitados a: o impacte dos fundos europeus e das ajudas de pré-adesão ao longo do tempo e do espaço; a capacidade de absorção de fundos europeus; análises de custo-benefício a nível nacional e da UE; como os estados-membros competem pelos fundos; e, no nível dos atores, como a comunidade, as instituições centrais e locais, a coordenação interinstitucional ou as parcerias público-privadas têm funcionado no âmbito do financiamento da UE.
As propostas para apresentação de pesquisas no congresso devem incluir:

European funding has grown in parallel with European integration itself, not only in numbers, but also in its conception: whereas the Treaty of Rome (1957) highlights the need to consolidate economic unity among the Member States; a year later the two first Structural Funds are created (European Social Fund and the European Agricultural Guidance and Guarantee Fund) and after the first enlargement a third one – the European Regional Development Fund (1975); and again after the third enlargement round not only the Integrated Mediterranean Programmes are introduced as the Single European Act (1987) creates the Economic and Social Cohesion. Do names change, but the policy remains? To what extent, at what cost and with which results?
Historiography on European integration has dealt with a number of research topics, but has neglected so far the multiple diversity of the European Economic Community/European Union (EU) funding. Bearing that in mind, this conference will focus on EU funding broadly in an historical perspective, not neglecting pre-accession aid to candidate countries. Therefore, it has twofold aims: first, to analyse the conception, distribution, management and outcomes of European funds; and secondly to examine the policy changes, the application and results of the pre-accession instruments.
Research topics may include, but are not limited to, the impact of European funds and pre-accession aid over time and space; the EU fundsʼ absorption capacity; cost-benefitʼs analyses at the national and EU level; how member-states compete for funds; and at the actorsʼ level, how community, central and local institutions, inter-institutional coordination and/or public-private partnerships have functioned within the framework of EU funding.
The purpose of the EU Funding Conference is to gather scholars working on European funding, from a wide range of perspectives, including approaches to understanding actors, institutions and policies. Quantitative and qualitative research, as well as national case studies and cross-country comparative work, are welcome.
Scholars interested in presenting new research at the conference are requested to send a proposal that must include:
- Name of Applicant
- Affiliation
- Title of Paper
- Abstract (no more than 500 words)
- Short CV (no more than 250 words)
Proposals must be sent in a single email message in word format to alice.cunha@fcsh.unl.pt, by January 15, 2016.
Proposals can be submitted in English or French, as the working languages of the conference are English and French.
After the conference and the peer-review process, selected papers will be published in a thematic issue of the Journal of European Integration History, in early 2017.
